I'm actually looking for a roof top air conditioner to put on a dog box
we use for our dog sledding team. I've been looking at RV roof top air
conditioners, but the smallest power I can find is 8000 BTU. I
calculated out the requirements for the dog box dimensions, and we're
talking the 400 BTU range. I doubt I'll ever find as small as 400 BTU,
but could any one point me in the right direction for any air
conditioners less than 8000 BTU?

I doubt that you will find a 400 BTU AC.
Put a 8000 BTU one on the roof, set it at low speed and set the temperature
at whatever you want.
They only come on when needed, you know.
A roof top unit put out by Dometic is rated at 7100 BTU. Otherwise, it would
be hundreds of dollars cheaper for you to use a window air conditioner. With
either one you'll need an AC connection to run it.
