problem of a office air-conditioning system

Question:
A office air-conditioning system includes a Reheem 5 ton cooling only rooftop air-conditioner, ductwork and 10 diffusers. the owner need the office temperature to be kept at 69F always.

however, the temperature is 69F in the morning and 73F between 14:00 and
16:00 in the afternoon. the temperature is set 69F.

there are constant people in the office. no windowns. no leakage of the duct and building.


Answer:
If the A/C was designed and fails to meet that required indoor temperature
(within the designated tolerances) and the design day parameters are not exceeded - go back to the designer and request that this performance is required. If the designer fails to respond - issue a claim against his
Professional Indemnity Insurance.
If the designer doesn't have Professional Indemnity Insurance >> bad luck!!!
Now the problem's all back on the owner!
If the A/C system wasn't specifically designed to meet the 69F requirement,
I think that you'll find that the 73F+ that you mentioned is well within
ASHRE55 guidelines. Therefore if you still require the 69F - go and find an air conditioning designer with Professional Indemnity Insurance Certificates of Currency that he can show you.
